Ukraine strikes Russian oil facilities as Moscow hits Ukrainian ports

KYIV, Ukraine — Ukraine struck oil refinery and processing facilities in several regions of Russia, Ukrainian President Volodymyr Zelenskyy said Monday, as Russian forces targeted ports and shipping infrastructure in southern Ukraine.

Zelenskyy said Ukrainian forces hit an oil refinery in the Ryazan region and oil-processing facilities in the Perm region and Tatarstan. He also said Ukraine struck a site in the Kursk region used to store and launch attack drones, as well as an unspecified target in the Black Sea.

Earlier Monday, the Russian military struck a vessel at the Ukrainian port of Chornomorsk, saying the ship was carrying military cargo, Interfax reported, citing Russia’s Defense Ministry.

Russian forces also struck loading facilities at the port of Izmail, Interfax reported, citing the Defense Ministry.

The exchange of strikes came as Kyiv said U.S. envoys had presented new proposals aimed at ending Russia’s war in Ukraine. A senior Ukrainian presidential official described the proposals as “more effective,” without providing details.

The Kremlin said Monday that Russia was open to resuming three-way talks with the United States and Ukraine. The statement followed a visit to Moscow and Kyiv by U.S. negotiators Steve Witkoff and Jared Kushner.

“We, too, do not rule out the resumption of the trilateral format,” Kremlin spokesman Dmitry Peskov told reporters during a briefing call. He said, however, that it was too early to discuss a venue or specific dates for the talks.
